You can see the list by running an ETF screen set to all ETFs and date 01/02/1999. You don’t need any rules, just run it. it lists 47 ETFs that were available then. Many of them were extended back in time from their actual start date using the ETF’s index as a proxy.

Ah, now I see! The 17 that did not go back to 1999 were backfilled with index-equivalent data. Excellent.
