I did receive the 'Portfolio123 Strategy rebalance notice'.

For the strategies in MANAGE we only send you an email if a rebalance is needed.

If I understand correctly, in my case, I got an e-mail for the strategy rebalance. However, because my current portfolio is already similar 'enough', it will not pop up in MANAGE and hence, I do not get an e-mail.
Right. If positions are different you will get an email. If total drift exceeds your maximum you will get an email. Default drift is 3% and you can change it in the Properties
My strategy notice mentioned the sale of one stock and the purchase of another. I assumed this would impact my portfolio, assuming one of them was not in my portfolio yet. However, because both stocks are indeed already in my portfolio it only affects manage if the total drift exceeds the 3% threshold (default). Because this is not the case, I get no message. Working as it should.
